Annie Chang

Ms Annie Chang, Director for Travel Agents and Tourist Guides, oversees the strategic development of the travel agents industry and tourist guides profession. She also leads the review of legislation and licensing of travel agents and tourist guides.

Prior to this appointment, Annie was Director for Cruise from 2015 to 2022, championing the cruise industry in Singapore, and working with regional governments to grow cruise tourism for Southeast Asia. Annie played an integral role in the opening of the iconic Marina Bay Cruise Centre that catalysed the growth of the cruise industry for the region. In the lead up to that, she charted the first industry development plan to raise the capabilities of the local players and strengthen Singapore’s cruise ecosystem for future growth. She also facilitated successful partnerships between Changi Airport Group and global cruise lines to promote fly-cruise, strengthening Singapore’s position as a cruise hub in Asia.

During the COVID-19 pandemic, Annie’s leadership provided a lifeline to the industry, from getting cruise ships to provide accommodation for COVID-recovered workers, to leading cruise resumption efforts through establishing the world’s first CruiseSafe Certification. By the end of 2020, Singapore was one of the first countries to restart cruises safely and became a global proof of concept, and have since completed almost 400 sailings carrying over 600,000 passengers.
